In today's litigious society, few can afford not to have something that represents management's plan for contingencies. The question then becomes: Is your plan adequate, are your personnel trained, is everyone familiar with the requirements, can it withstand all of the tests in a court of law?

Three of the finest laboratories in the world, two in the U.S. and one in Europe, have worked projects with our experts. Our consultants prefer to work closely with your architect or contractor to provide the latest and most cost-effective equipment and security design.

In some instances, SAF has envisioned the system, and the laboratories have produced pre-market technology to fulfill our requirements. Recently, international companies and their government agencies have asked for our plans, which we used in designing key U.S. facilities in Germany and Greece. They were fully aware of the subversive groups that might target their own facilities; indeed, they understood the never-ending threat.

Risk and Threat Vulnerability Assessments
The TVA is one component used to assess threat and vulnerabilities associated with corporate and the government's physical locations. They serve as the foundation upon which Homeland Security programs are built. The process for a TVA entails identifying and assessing the critical assets of the organization. It includes people, facilities, equipment, inventory, processes and information.

For some corporations, the TVA is mandated by Sarbanes-Oxley and has been used by many of our clients. Sarbanes-Oxley compliance requires companies to conduct a risk-vulnerability assessment, threat-vulnerability assessment and security assessment. A simple analogy: assessments may be compared to preparing ones own income taxes. If you are not an expert in tax preparations, you stand the chance of paying too much in and/or miss sheltered areas that can pull your money out.  The assessment is the same.  Never use someone to conduct a TVA who does not have the proper credentials. SAF consultants are licensed by Sandia National Laboratories. We strongly suggest you work with an expert who can save you costs, time and effort. As an example, the TVA is not complete until all of the areas listed below have been worked by your consultant.

Anti-terrorism Plans, Procedures and Operations
As our world continues to get smaller and democracies grow, terrorists and criminals continue to target the smallest entrepreneur to the largest corporations. SAF is indeed fortunate to have available experts with years of experience tracking, observing and countering terrorist actions bent on violence and destruction.

Protective Service Operations/Details
Imagine areas in Iraq where U.S. soldiers don't travel to, without significant reinforcements. Our consultants have singularly provided protective service operations to the U.S. Army Corps of Engineers that included: perimeter protection, leading convoys, establishing access control, route planning, special weapons tactics, surveillance and surveillance detection, development of intelligence and risk management for these Engineers -- to some of the most remote areas in Iraq.

Our consultants completed hundreds of these missions, fighting off ambushes, improvised explosive devices (IED’s), rocket attacks and suicide bombers. At the same time, our consultants have successfully completed projects, which included protecting the President of the United States; Britain's Royal Family and numerous members of the Cabinet.

These same consultants have covertly tracked terrorist activities in the Middle East; participated in multinational security operations; and trained security forces assigned to protect the highest-priority resources owned by America. Aviation, Maritime and Transportation Security
We are confident the SAF Team represents some of the most knowledgeable security consultants anywhere. Obviously, many other government officials agree.

A few weeks after 9/11, a senior representative from the leading U.S. government agency in charge of aviation throughout America, contacted the SAF. This representative explained their plight. Either we get the American public back into commercial airliners very quickly, or we stand to lose a major portion of the industry.

He asked that a committee be formed and that SAF’s president and colleagues provide 10 short-term goals that the airline industry might implement as soon as possible to raise the flying public's confidence. Ten goals were provided -- the majority of which were implemented immediately --  the increase in passenger traffic was clearly noticed by all of the commercial air carriers. We have consultants who have devoted years to protecting aviation and their ground facilities around the world.

Our Team has members who have been selected as the leaders of organizations and who have been tested and won honors for providing the best aircraft security seen by U.S. military and government inspectors. Many of these same leaders are exactly the same individuals who have written many of the polices, procedures, regulations and guidelines currently in-place regarding aircraft recapture procedures, aircraft protection and terminal security. They have written turn-key security design concepts for the U.S.'s highest priority resources.

Our Team of security professionals is prepared to assist our clients by taking what they have learned and been so successful in accomplishing -- and then, apply that knowledge to our client's high priority resources, as well.

Prior to November 2001, the International Maritime Organization (IMO) had issued 13 resolutions at its international conference that would quickly become the standards from which security is implemented for all vessels around the world. The Commandant of the U.S. Coast Guard addressed the IMO Assembly meeting that same November, urging the body to consider an international "scheme" for port and shipping security. New security requirements soon began to appear in the ISPS Code, NAVIC's and changes in the laws; e.g., 33 CFR Part 6 and Title 33 CFP Part 120 and 128.

Members of the SAF Team understood the requirements, lauded the new security changes and immediately set out to create one of the first complete training programs designed for Port Security Officers, Ship's Security Officers and Facility Security Officers. SAF has been at the forefront of Maritime Security Management since long before 9/11. Our expertise in those areas involving security for the world's maritime industry is represented by our becoming one of the first privately held companies in the world to move forward with training programs designed to secure shipping worldwide.

Ground transportation was seemingly left out of the mix during international security conferences, until attendees witnessed the attack on the commuter rail system in Spain --followed by the more recent, horrific attacks in London. Who better to examine and provide expertise to the trucking and rail industries than well-trained experts who have experienced first-hand, the attacks by these groups of terrorists?

Public Utilities: Nuclear and Water Security
It may well be misunderstood to list nuclear energy and public water systems in the same sentence --  as public utilities. Because, there is very little about both utilities from which comparisons may be drawn, other than they are vital resources to the customers they serve.

SAF Consulting International is also very aware of this. Although some may argue that security requirements are the same across the board -- no matter what the targeted facility holds, produces or shelters -- SAF would clearly not be in agreement with that argument.

For example, SAF has Team members who have not only provided protection for water systems for extended periods of time, but also have taken the time and extra effort to travel, attend, study and test for certification and license in the RAM-W (water) methodology: the foremost practice in protecting public water facilities and systems in the US.

Our public water system clients are located all across the U.S. From one of America's most highly populated counties to rural American towns, we have analyzed and implemented water security solutions and water emergency plans, based on our experience and training – which in-turn were recognized and certified by America's federal and state environmental control agencies.

Nuclear energy represents one of the cleanest forms of energy production in the world. It also represents some of the most rigid requirements, regulations, policies and procedures in the world for energy production. SAF consultants have protected nuclear resources; led inspection teams analyzing nuclear protection; and have also been on the receiving end of numerous nuclear inspections by federal agencies. None of these clients have ever failed an inspection after our work was done.

Our consultants, some of whom have come out of a career of protecting nuclear resources, are thoroughly familiar with these regulations and requirements. SAF understands what a nuclear power generation Security Director must know and understand. We have placed ourselves in a position to provide a fresh look at the manner in which they are providing security to these power generation facilities.

Our consultants have successfully completed emergency operations' plans, written guidance, and had our plans duplicated (with our permission) -- in order to bring other nuclear security systems up to the levels we achieved and required by law from federal agencies.

Today's consultants at SAF, have withstood multiple semiannual and annual nuclear inspections and have never had an unsatisfactory rating. There are very few security professionals with nuclear experience who have managed and lead nuclear operations outside the United States like our experts; yet proudly, we have done it for years.

Retail Loss Prevention
We are very proud of the many successes SAF has accomplished in helping retailers reduce shrink in their stores. Once in position, our loss-prevention efforts have established records in reducing loss exemplified in the greater Boston area. America's largest retail drugstore chain created monthly operations' statements that provided numbers for three years -- to prove profit had been increasing and loss had been decreasing -- after our efforts were initiated.

Although we would like to believe otherwise, if a cash register exists in a store, and the owner does not operate it, shrink will occur in that store. To what extent, only one of our experts can say.  

Merely purchasing security cameras and other related equipment is not the first, nor always the best answer. Let one of our experts spend some time reviewing store operational procedures, policies and plans.  Each time we have done this, and without the retailer even spending anything, we have successfully offered revised procedures, which have reduced store losses.

Our procedures prevent loss before it occurs. These procedures reduce employee turnover and can save existing employees. Additionally, inventories improve, shoplifting is reduced and annual audits return well above average.

Security Awareness Training
The most effective and least expensive tool in reversing legal claims against management is education. The core in every legal argument is "What action did you take to make your personnel and customers aware of the issue, and what did you do to prevent it?"

At one store in Tampa, Florida, over the course of a year, despite being a very large retail chain, there were 226 vehicles stolen, 25 purses snatched, 14 armed robberies and three assault and batteries committed, in or on the store property, before security awareness was given a priority. Security awareness cannot be overlooked -- or, expect disaster.

Another example, in Turkey, with the air base in its highest terrorist-threat condition, a US Air Force officer walked off base in his uniform after work. He was attacked before he got to his apartment.
 What can we do? Our security consultants know and understand security awareness. We have conducted numerous seminars in several states and overseas. For the last two years, we have again been invited back to teach security awareness to management of one of America's largest employers.
